AMT is a more-difficult case, since it is not an integer number of minutes (or 
even seconds!) from UT so the numeric offset is problematic. We are working on 
the easier cases first. Most of the other abbreviations you list are on my to-do 
list, and should be replaced by numeric abbreviations in due course. The North 
American abbreviations are well-attested enough, which isn't surprising as 
English is the main language here.

If we were designing tzdata from scratch I would indeed favor omitting all 
abbreviations, as CLDR is a more-appropriate project for them. We don't have 
that luxury, though.
