[tz] Crimea time zone name

Hello!

According to Wikipedia the biggest city of Crimea is not Simferopol
(2014 population: 332,317 [1]), because Sevastopol is a larger one
(2016 population: 418,987 [2]). According to "Crimea" article,
Sevastopol indeed is the biggest city of Crimea [3].

Is there any reason why the Crimea zone name is Europe/Simferopol and
there is neither Europe/Sevastopol zone nor a symlink.
