[tz] Crimea time zone name

Sources differ as to which is the larger city. For example, the Black Sea 
Encyclopedia (2014) says of Crimea (p. 61) "The largest city is Simferopol", and 
goes on to list Sevastopol, Kerch, etc. as other major cities. I vaguely recall 
a similar situation in the 1990s when the zone was created, though I didn't 
write my sources down.

In situations like this we tend to pick a city somewhat arbitrarily and stick 
with it. Rome vs Milan comes to mind. There are no links for Milan, Delhi, 
Beijing, etc., so Sevastopol is in good company.
