[tz] Balearics: Institutional declaration in favor of keeping the summer time

According to
https://www.theguardian.com/world/2016/oct/24/happy-hour-balearics-try-to-keep-summer-time-as-spain-turns-back-the-clocks
the Balearic Parliament will ask the central government to stay on
summer time.

Even though I don't think that this is happening this year, it might
still be of interest to you.
