[tz] Are tzdata2016g & tzdata-latest missing the VERSION file?

That makes sense, but isn't that just a matter of flipping two steps (or adding one) in the release creation process?  

1. Pick a version number.
2. Update foo.txt with that version number.
3. Commit foo.txt.
4. Build the kit.
