> Rule PRC 1987 1991 - Apr Sun>=10 0:00 1:00 D

The accurate hour of DST at China is 02:00.
For Example, In 1986, the start time of DST at China is 02:00 May 4 1986. The
end time of DST at China is 02:00 Sep 14 1986.

So the rule should be modified to:
