[tz] The rules of DST at Shanghai need some modifications

Thanks for reporting the problem. That bug was fixed in the development version 
here:

https://github.com/eggert/tz/commit/937286d45c0f89132f0bf2d92fc27c36ae909cd6

and the fix should appear in the next tzdb release.
