[tz] Irish Standard Time vs Irish Summer Time

It should be noted that a few other countries have also used winter time, 
according to <https://en.wikipedia.org/wiki/Winter_time_(clock_lag)> (but 
I agree with the argument that tm_isdst is best defined as indicating 
whether the clocks are advanced compared to time used for the rest of the 
year, *not* based on whether the wording of the laws in question defines 
one time as standard and the other as a variation from it - there's no 
reason laws need to define one time as standard and the other as a 
variation at all).
