[tz] Wrong spelling of a city in a timezone name

This comes up every now and then.  English texts usually do not use
Cyrillic names in current transliterations, e.g.:

| Ilham Aliyev expressed gratitude to the Head of the Ukrainian State
| for creating favorable conditions for the opening of the Trade House
| of Azerbaijan in Kiev.

It's similar with Moscow, it's not written as Moskvá in English.
