[tz] Timezone change for Turkey as of October 28, 2018

My understanding is that this decision was cancelled shortly thereafter?

Turkey will set the clocks one hour back effective from October 28, 2018 at 04:00 AM

I have not seen this change in the latest version of the timezone database and I wanted to inform about this change.
