I'm afraid that one is a bit beyond our powers. Due to the wars at the time, 
Quneitra was largely deserted during the 1970-1974 period that would otherwise 
qualify it as a tzdb entry. It would be impractical for us to obtain reliable 
evidence of civil (as opposed to military or paramilitary) timekeeping there 
during the period, even assuming there was civil timekeeping at all. I'd rather 
let this sleeping dog lie.
