[tz] Timezone name changes

Greetings! Due to the ongoing war in Ukraine, for a few months now,
Ukrainian based transliterations of city names are getting more and more
commonly used. Firstly, it started with Kyiv, and now other names follow
along. Some names like Odessa or Kharkov are still more commonly
using Russian transliterations, but two other cities, Uzhgorod and
Zaporizhzhia, on tz timezone list, aren't like that. It can be seen online,
for example, on social media or on platforms like Google Analytics. So, I
think that it's time to change Europe/Zaporozhye to Europe/Zaporizhzhia and
Europe/Uzhgorod to Europe/Uzhhorod. Of course, while leaving old timezone
names as links to new ones, for fallback reasons
