[tz] Timezone name changes

The current tzdb release has already changed spelling from Europe/Kiev 
to Europe/Kyiv. The other Ukrainian locations' spellings shouldn't 
matter as they are planned to be removed (actually, moved to 'backzone') 
in the next release, as their pre-1991 data entries were most likely 
wrong and so they were out of scope for the database. See:
