Yes. That is, with the patch, the command

make PACKRATDATA=backzone PACKRATLIST=zone.tab tailored_tarballs

creates a tarball that is functionally equivalent to the tarball created 
by the same command without the patch. The Link lines in the etcetera 
file are in a different order, but it's the same set of Link lines.
