You can use Asia/Ho_Chi_Minh, /Saigon, /Phnom_Penh, /Vientiane.
It is found by tzselect(8) if you use the undocumented "-t zone"

You can make this change permanent for yourself by appending the line
TZ='Asia/Phnom_Penh'; export TZ
to the file '.profile' in your home directory; then log out and log in again.
Here is that TZ value again, this time on standard output so that you
can use the /usr/bin/tzselect command in shell scripts:
Asia/Phnom_Penh
I strongly recommend to document that option as well as making
!zone1970 the default, _or_ being more verbose and show both
saying something along the lines "shares timezone information
with" or what.
I would be willing to write an according patch.
