Unfortunately the Egyptian government has previously cancelled published summer time changes with little notice, when the laws were not published, due to disagreements between the PM, the Cabinet, and the Parliament, possibly causing hesitation to publish these changes until Egypt commits this time:

Interesting that it took MS 12 days to publish a Windows update, after Matt's reg update; no mention of how long until Android and iPhone updates; and Egypt incurred an $8M IATA fine, plus $2M loss by EgyptAir, and other costs of the economic chaos caused by the last minute cancellation:

IANA/ICANN should fine the CC TLD $1M/day for each day under 32 between the regulation, decree, or law being published and the day of the time change, and add $1M for each transition if they do not publish the time of day.

This management fee should be added to all CC TLD contracts.

Income could be spent reminding governments to plan time changes well ahead.

I'd split the royalties for the idea with Paul and ADO! ;^>
