As this falls under the "war or insurrection" clause of the timezone 
identifiers guideline

things be. We lack resources to track these conflicts' boundary changes, 
and changes to local timekeeping rules are generally poorly documented 
in these cases. As a practical matter, belligerents can use 
TZ='Europe/Moscow', TZ='Europe/Kyiv', or TZ='Asia/Tbilisi', and this 
should be good enough.
