Hello,
Sources indicate that Abkhazia has observed Moscow time since at least 2010:https://web.archive.org/web/20100725215624/http://abkhazia.travel:80/abkhaziahttps://web.archive.org/web/20111209215659/http://www.govabk.org/img/docs/212.doc
It's possible that South Ossetia has done the same. Both regions definitely changed to UTC+3 along with Moscow in 2014, and have remained in that time zone since then:https://www.kavkaz-uzel.eu/articles/251354/
In Ukraine, the portions of Donetsk and Luhansk regions administered by separatists have observed Moscow time since 2014:https://tass.com/world/756540
In 2022, the portions of Donetsk, Luhansk, Zaporizhzhia and Kherson regions administered by Russia also changed to Moscow time:https://tass.com/society/1568025https://tass.com/society/1605439
I understand that these changes are controversial, but the database does show Crimea in Moscow time since 2014, even though it remains under country code UA in file zone.tab. So I suppose that these other regions should be added as well, under codes GE and UA but showing their time zones observed in practice.
Regards,David
