[tz] Ukraine canceled DST in autumn of 2024

Parlament of Ukraine decided to cancel introducing DST, so, starting from
spring 2025 DST will not be used for Kyiv time zone.

That law was proposed in 2020, and accepted July 17, 2024. Info on the

BTW, that decision should be finally approved by President that is not
happened yet
