Hi Mohammad,
I guess with a rooted device you will get more help from the
"Timezone Updater" author. Not sure what exactly that tool does,
but try to enable the "ICU data" toggle (it is unchecked on the first
screenshot).
FYI: I have no clue what this tool does, do it at your own risk.
