[Ws2-jurisdiction] Status Update

All,

Attached is the Status Update that will be distributed to the CCWG staff
and leadership.  I have added an Executive Summary, as required by the
process, but have not otherwise changed the document, except to add a note
where one member wished to be disassociated from a particular statement.
