I attach the following additional documents

1.  Proposed Issue: Choice of Law in Registry Agreements.  This simply
contains the emails from Raphael and Jorge setting out this proposed
issue.  There has been substantial discussion of these on the list.

2.  Background: Amending the Registry Agreement

This is an excerpt from the ICANN website, which was posted in connection
with the latest Global Amendment to the New gTLD Registry Agreement.
