[CCWG-ACCT] Proposed Timeline for Finalization of CCWG WS1 Report

In the interests of transparency, the "12 Feb" draft should be sent to the
CCWG, not merely leadership/legal.  This will also aid in the preparation
of minority statements and board input, which are now scheduled for
half-way through the "48 hour review."
