[Alac-sc-outreach] Version 4 of the Stakeholder Analysis Tool - now shows At-Large, ccNSO, GAC and Fellowship tool

Thank you Tijani for acknowledging Dev's work.

This tool, now in its 4th version, has been a labour of love for Dev for
several years, building on what he was already providing for LACRALO, but
expanding it to include information for the other RALOs as well. It came to
light in London when Ron Sherwood and I were talking about collating a
match between country code TLDs and their ALSes. Dev had already done this
for LACRALO.

At-Large has been very fortunate to have someone as talented and skilled as
Dev working on our behalf to find ways to make ICANN information more
accessible.  I bet there are people in ICANN who don't know that this
information is already within their systems.
