[council] FOR REVIEW: Final Draft PPSAI Response to Cyrus

Hi all,



Following our discussions in Kobe and on the list, I have attached the final draft of the PPSAI response to Cyrus.



The latest edits are acceptance of IPC suggested edits, except the reference to the GAC Communique, which I understand was agreed to.



I'd like to send this out early next week, so please review. If I don't hear anything back, I will send it on Tuesday at 2300 UTC.
