Notes and Action Items:

1.     Welcome and roll-call

Chair: Annebeth Lange.

Last conference call before Helsinki.

2.     Discussion on outline of Country and other Geographic Names Forum


Input from community needed
Helsinki: new format, allowing for a broader debate where we bring together all discussions.

        a.     Purpose

        b.     Format

Suggested Moderator: Brad White, however he is not available.
To ensure impartiality, we see now a moderator from ccNSO and GNSO, to ensure diversity. Chair needed as well. Suggestion: Cheryl as Chair, representing ALAC.  Members of WG are there to answer questions, and will not be chair nor moderator.

Chair would do an intro, setting the scene. Why we are doing this, andthen over to the 2 moderators. They will introduce the panel. Will be asked specific questions by the moderator.

Contentious
e.g. "All groups must harmonise their approaches."
There are other examples too, to get feedback from the room, the phrases are intentionally controversial.

Interactivity is important: cards distributed to sense the temperature in the room.  Green: support. Red: objection, and yellow: neutral.

This is not purely a session for us as a working group. But we are the facilitators. We are testing a new model. Meeting B is the policy forum.  Broader understanding of what is going on, and accumulate all conversations we are aware of.

Final message: needs to be a clear " and now what".   The chair will note everything that happened during the session.

Alex Schubert said that GNSO is waiting for input from us.  However, it seems we are waiting for input from others?
Carlos mentioned that a different session was discussed in the Subsequent Rounds session. (Mo & Tue).

Should we make sure that all different positions are being heard?
Chair and 2 moderators need to be aware of all the different positions. We spoke for instance bilaterally to the GAC. the chairmanship of this group is also cross-community in nature.  Essential that all of the views are heard, but that is part of the prep. session.  Moderator can draw out a counterview if someone is monopolising the conversation with 1 particular view.

Susan Payne.  How do we ensure that we flash out all the different view points?
Some people are less forthcoming.
Annebeth mentioned that it is easy to use the temperature cards, to have a feeling in the room, without the need to speak through the microphone.
Moderators need to be informed of the different viewpoints.  Role of the moderators is to seek different members in the audience, and to as questions to particular people, to make this as interactive as possible, for as many people as possible.


        d.     Communication & Outreach

No great concerns about the format, thus we can start working on the outreach.
Verifying who will be in Helsinki.
Briefing paper that expands on the strawman questions.  This would be sent out to the community, directly to stakeholders within particular groups.
Staff and co-chairs will contact the moderators.  Once confirmed, a briefing will be prepared and organised pre-Helsinki, and in Helsinki.

Chairs and Moderators to be defined.
