Hi Steve

Thanks for shepherding this difficult but important task along - much 
appreciated.

Some overall comments: I find the doc needs to be shortened and have 
made some suggestions to do so in the text.  The 
findings/recommendations of the DT should be up front.  Any significant 
minority views should be addressed through a minority statement.  Some 
of the paras that recount our various discussions detract from the 
overall thrust of the group's findings and may be more confusing than 
helpful.
