[gnso-contactinfo-pdp-wg] Document for today's meeting

Dear colleagues,

Please find attached version 8 of the straw man. It incorporates some changes as a result of last week's call. I'm intending to use the clean PDF version during the meeting, but the Word file shows the recent changes.

Please note:

*         that there should be an "a" in the file title "Straw man v8a", as I recently added an appendix (B) on The case for mandatory transformation so that we have everything in one convenient file. I think the reasoning supporting it is not too strong and would especially welcome improvements to this part of the document.

*         there is an intention to work after today's meeting on a draft initial report for presentation in LA.
