I wonder if those who were seeking some changes and don't see any in 
this report actually agree with this statement in section D.

"After extensive discussion the Work Track arrived at the conclusion 
that 2012 implementation is an *outcome that is more acceptable to the 
group as a whole than the alternatives* considered."

The fact that no agreement for change was reached doesn't make it 
acceptable.
