Depends on the process and how the registrar platform handles 
ownerchanges. Under ICANN policy at least, the registrant has has to 
have accepted the registration agreement of the registrar where the 
domain is at before he becomes the registrant. One could argue that the 
act of assuming the ownership is already a managment task but at that 
time he should already be a customer of the registrar.
