I almost agree with your definition  of proportionality but reticent  on
the last sentence and need to be sure we are in the same page

I always defend the need for legitimate purpose for all requests even for
unauthenticated access  because I think if somenone wants to know who I am
he/she must  at least tell me who he is.... Or if someone wants to know I
do as business he must at least state the purpose.. This is how I see
proportionality.

proportionality serves as an over-arching principle at this particular
phase in our work in order to protect data from abuse while not restricting

call. *we are starting a new thread here which anyone may reply to if they
