I'm not _conflating_ it, but it is necessarily a subset of that data.
If it's not in registration data either collected by the registrars or
registries, then by definition it can't be in the RDS, right?  And if
that is true, then it is really bizarre to say that some datum is
optional, but must be provided if it is available.  Under these
circumstances, that is "mandatory to provide", as near as I can tell.

Today, a very large amount of the data available in the registration
database goes into the RDS, in at least a few registries with whose
implementations I am familiar.
