Dear All,
There are so many exchange of e-mails that ,sometimes, it is difficult to
trace the issue raised.
I think Milton raise an important points about some sort os inconsistencies
between paragraphs 1 and 2 and suggested a reconcilement between the two.
I agree with him that if we recognized that the process should be
inclusive, open ,transparent and democratic, it is not appropriate that we
limit the actions and comments to only three operational communities, if
there is not consensus with other communities and/or sub-communities and
the three operational communities.
I therefore agree ,to a great extent to Milton, that ,if there is no
consensus between the views of either of three communities, on the one
hand, and the views of other communities or sub-communities, on an issue,
then the minority views should be forwarded to and considered by the ICG
with a view to find, in an appropriate manner, to reflect the matter.
To this effect the language used in paragraphs 1 and 2 should be reconciled
