All IOT participants,

Per David McAuley's request please find the following documents attached to
this email to facilitate you analysis of the public comments on Updated
Supplementary Procedures for Independent Review Process (IRP):

19 commenters - 2 commenters posted more than one comment)

First please find attached all the comments regrouped into one PDF file

​I have produced this after going over all the comments. The first column
is a list of commenters (19) and columns C to Z are the issues that were
brought up in the comments regrouped into logical subsets where possible.
These are:

   - 12 Month limit - 13
   - 45 days - 11
   - Types of hearings - 5
   - Consolidation, Intervention and Joinder - 5
   - Translation and Interpretation- 4
   - Discovery, evidence, statements - 4
   - Applied Retroactively to all Pending - 3
   - Panel Conflic of Interest - 3
   - Notice - 2
   - Rewriting Consensus Policy - 2
   - Standing - Materially Affected - 2
   - Other

​These are ranked by the number of comments for the issue (of the 19
commenters 13 commented on the 12 month limit, 11 on the 45 day limit
etc.). Issues that had only 1 comment were grouped under Other.

The entries in the cells are, for the most part, extracted quotes from the
comments received, which to my mind represented the core of the comment on
this issue including recommendations. This is not meant to replace the
original comments but simply facilitate identifying issues and trends.
Everyone should read the original submissions which are included with this
email.

Most comments were thoughtful and well articulated and focused on
presenting issues. A number claim that certain proposed USP rules are
incoherent with the Bylaws, providing references to support their claim, as
well as providing alternative language for some of the recommendations.
