[IOT] IOT Call of 11 July and additional notes

Thanks David.  Calls may NEVER be "decisional".  Any and all output from
calls must be put to the list for discussion, and any decision gleaned only
after all on the list have had ample opportunity to review, discuss and
comment.  There is no mechanism in ICANN policy development for taking
decisions on WG phone calls, as it would be very unfair to those of us who
can't make calls, don't speak English as a first language, and/or find WG
calls generally to be less than useful.
