The case of Candrabindu vs Candra E+Anusvara, some fonts could create visual confusion.  For example:


Could you please share your view on their similarity level? 

Distinguishable
Similar and should be included in the Appendix  - Confusable code points
Identical and should be included in the Normative section &ndash Variant code points .

 
(You might need to test on various fonts before answer)
