[Neobrahmigp] Telugu LGR v2.3- added 'NBGP Cross-script Variant Inclusion Policy'

Kindly find attached the updated Telugu LGR for your revision and finalization. I added the ‘NBGP Cross-script Variant Inclusion Policy’ as Appendix C, added a simple text in section 6.3.6 Cross-Script Variants for Telugu and Sinhala to point to this appendix.
