[RDS-WHOIS2-CommInterface] Reminder: deadline to submit subgroup report

Hi Volker,

I can add more rationale to the recommendation but it would be very helpful
if you drafted the report since you are rapporteur for this subgroup.  It
is very easy to edit other's drafting but it takes much more time to draft
the initial report.

Once you have drafted the subgroup report I will add rationale.
