[RDS-WHOIS2-RT-Leadership_Staff] Request from last plenary call on WHOIS/RDS discussions at Board level

Hi Jean-Bapiste:
The request goes back to Rec#2 of the 2012 WHOIS Review. As that time, the
Review Team reported

they were challenged "* to find a clear, concise, well-communicated WHOIS
Policy*."

The recommendation began by stating the finding; WHOIS policy is "poorly
defined and decentralized". They then stated their remedy; " ICANN Board
should oversee the creation of a single WHOIS policy document, and
reference it in subsequent versions of agreements with Contracted Parties."

The subgroup would be in search of that policy document and all subsequent
contracted parties records.  We would limit the last set to the RA's and
RAA's subsequent to 2012 and the Final Report. If the Staff would produce
these for us that would be a very good start. Board-level discussions
surrounding the implementation of that recommendation would be important
input for the second part of our work; map recommendation vs.
implementation so that we can authoritatively state success - or not - with
its implementation and report any gaps.

Hence the request.
