Thank you for note.  We appreciate your attention and critical analysis on the Fact Sheet and the supporting data<https://community.icann.org/display/WHO/Fact+Sheet>.  I understand that the MSSI team has had several  conversations with you and the RDS-WHOIS2 review leadership team since the start of your work, regarding how the attendance information is captured. With your input and suggestions, we continue to evolve this important accountability and transparency tool for all specific reviews.  In our view, the objective is to provide an indication of how individual review team members contribute to the work, with attendance during calls and meetings being only one aspect of a bigger picture.

If your schedule would permit a 30-minute meeting during ICANN61, we would like to show you the data that we currently collect on review team member attendance in each call and face to face meeting.  I believe that it will provide you with the information that you aim to get from the detailed matrix that you requested.  Understanding how busy you are, we could do this on a conference call after ICANN61, instead.

We would also welcome the opportunity to discuss the value that you hope to derive from tracking partial attendance during a plenary call.  Having precise information about the exact time that one spends on a plenary call may be useful, but also could be misleading.  For example,  a review team member could dial in for only 15 minutes, during which he or she makes a substantive presentation or update, which would move the work of the review team forward.    Similarly, a review team member may have limited ability to attend plenary calls, for which he or she makes up by listening to the recordings, reading transcripts and offering input via email lists.  In such circumstances time on a call would not be reflective of contributions made toward the work of the team.  The opposite may also be true – just because an individual has a high level of attendance, that does not guarantee meaningful contributions.  We are committed to making improvements to yield more clear, consistent and comparable information across all specific reviews.

I am increasingly uncomfortable with the attendance figures we are publishing, and feel I need to understand them better. Specifically, I am having a hard time reconciling what the numbers say with my perceptions. I know that combining the F2F meetings with the calls accounts for part of that, but not completely.

I would appreciate having a detailed matrix of Plenary Call attendance, Members in one axis, plenary calls in the other. with entries reflecting if the person was there or not (a 1 for there). For a number of people, we have regularly seen that they join the call relatively late. For those, the entry should reflect the part of the call that they attended. This should not be too difficult to do - if the person was not there when the call starts and ends, it is pretty simple to skip ahead in the Adobe Connect recording an get a rough estimate of when they arrived/left (to the nearest third or quarter is fine).

Clearly this will take a bit of time to do, but once done, updating it will be easy. We should have it done before the F2F in Brussels so it can be discussed there if necessary.
