[RDS-WHOIS2-RT] Section on Bylaw Revision

After thinking a bit more on this, I believe that we should not 
recommend removing this section from the bylaws. Considering the rising 
importance of Privacy Protection and Requirements on transborder flows 
of data, these principles should be strengthened, not weakened in the 
ICANN bylaws.

Consequently, the next RT will not be in the same position we are 
currently in as GDPR will hopefully have been implemented by then.
