[IAG-WHOIS conflicts] Draft preliminary report

Thank you for the input. We need to figure out how to include other views without confusing the community as to which text has overall support from the IAG. One way to do this would be to include an appendix entitled “Other IAG member views” and then include each statement in the appendix. For example, Christopher’s Appendix 3 would be inserted in this "Other views” appendix as would Stephanie’s. Christopher’s edits to the body of the report that do not enjoy majority support or conflict with previously expressed views would not be included except to the extent that they appear in the “Other views” appendix. The appendix sections would not be characterized as “minority statements” until a consensus final document is produced, taking into account the public comment.

Does this seem reasonable? If so, Stephanie could you please submit your paper as soon as possible and Christopher, could you please indicate whether you want to add anything from your text edits to your Appendix 3? Thanks.

My apologies for not getting my comments in by now. I have been preoccupied with the birth of my first grandchild, and while I am dedicated to ICANN this has not been top of mind.  Can you tell me what the deadline is for receiving a statement from me, which might be an appendix or a stakeholder view or a minority report.  Frankly my priority is to have it included, although I  do have sympathy for Chris's position re voting and minority views.

Can't guarantee the accuracy, but I believe the attached redline reflects the changes proposed by Christopher.  Note that some language consisting of hyperlinks in the original document shows up here in blue (meaning it looks like it is a change to the document even though it isn't).

I will do my best to identify your changes.

Regarding your Appendix 3 and other requests to provide a minority statement, it does not seem appropriate to include these in a document on which public comment is sought. Rather, minority statements are incorporated into final reports. At that point, public comments have been considered and the group has identified where there is consensus. It would be appropriate for minority views to be submitted as public comment. If, after taking into account the universe of public comments, these views do not generate consensus support, they would be ripe for attachment to the final report as minority statements.

No, Jamie, there are a number of amendments and additions in the body of the text.

Since your version is in .docx and my edits are in .odt, track changes does not seem to work.
(I do not know how to do 'red-lining')

I suggest that if you do a 'compare documents' you will get the changes.

Otherwise: Search for 'N.B.'  and for 'applicable'' and you will get most of them.
