[Wp4] Human Rights Briefing and Discussion paper.docx - Invitation to comment

Hi

The only thing is we now seem to have two Google docs.  This is the one 
with the high level "statement" that already has comments in it:

I would suggest that we add the text from the new google doc below into 
the one above so that we are working off one document.
