[Accountability-dt] For review - Final Version of Enhancing ICANN Accountability CWG Charter

Dear DT members,
please find attached the version of the Charter that will be submitted to the SOs and ACs. 

Marika made some valuable suggestions for edits. Mathieu and I have nonetheless decided we would leave out the added references to external documents as the DT may not know or have reviewed them. 

Please provide us with feedback on the edits suggested by Marika and should there be no objections by the end of tomorrow (UTC),we plan to circulate an updated version that would retain the proposed changes to which no objections are received.
