[council] Action item GNSO3

Dear Councilors,

As an action item of our Council call, we agreed to discuss with leaders of the GNSO SGs and Cs regarding potentially delaying the upcoming GNSO3 Review until the ATRT3 recommendations are implemented and tentatively agreed to develop a response to Marteen's letter<https://www.icann.org/en/system/files/correspondence/botterman-to-gnso-council-et-al-12oct20-en.pdf> on this topic.

Council leadership met with SG/C leaders on 25 Nov and agreed that the SG/Cs should of course provide their own input, but the Council as a part of the GNSO community, will also provide comment.

The attached is a draft response letter in that spirit. It's hopefully quite straightforward and given that it's consistent with the approach taken by the SGs/Cs, I hope you won't mind a deadline by the end of the week for any comment you might have.
