I agree fundamentally to the concerns you raise here, Kurt.

I think a possible solution which keeps the Council’s role as it is today
and addresses concerns of policy recommendations modifying existing
policies will be to (a) modify the chattering template to ask the working
groups to perform a test for every recommendation whether it modifies
existing policies; (b) cater for the working groups to discuss such
potential modification; and (c) amend the PDP draft/final report templates
to also cater for the reporting of modifications.
