Hi Tomslin: 

Thanks for engaging prior to the meeting!

I think your solution, while complete on paper, might impose an undue or impossible burden on working groups and PDP teams. 

From personal experience, I know the Phase 1 EPDP Team on Registration Data was both spent and had no interest in diving into the conflicts. In hindsight, such a consideration would likely have doubled the Phase I timeline. In addition, an uninterested team will not fashion effective solutions.

I say “impossible” because, the PDP teams might not have the necessary expertise to resolve the conflicts. (I’d say likely not.) Experts on registration data might not be experts on the transfer policy. 

I think there should be flexibility in the process — each one of these instances will be different. The working group should have the flexibility to address the issue if so inclined and capable. The Council should be able to fashion other approaches depending on the situation and (if it makes sense) be able to have that substantive discussion prior to approving the recommendations.
