[council] SubPro Small Team

Hi Sebastien,

I am in agreement that the Small team should be made of councillors, listen
to all SOACs (we have experience with this now from the DNS Abuse small
team), consult with subject experts, integrate with peers from board and
Org and move fast.

It is achievable!
