[CPWG] EPDP Submission

On behalf of Hadia and myself thanks to all for the kind comments.

And particularly to Bastiaan not only for his 
positive thoughts but his keen proofreading. The 
first two "nits" completely reverse the meaning!  I will wet the EPDP know.
