[CPWG] DRAFT Comment on EC NIS2 Proposal

Thanks to Justine for correcting a number of typos. A revised version 
is attached.

HOWEVER, I just checked the submission procedure and apparently 
comments are limited to 4000 characters, so this will need to be 
significantly reduced.

Also, apparently the deadline is not next Monday, but next Thursday, 
so we have a bit more time.
